Chinese government authorities plan to fuel economic development in Shanghai and the neighbouring Yangtze River Delta region by liberalising air services to the city, and are considering an open-skies policy, writes Leithen Francis.The Civil Aviation Administration of China CAAC and the Shanghai municipal government are considering introducing an open-skies regime in 2004 to cover cargo flights, says the International Air Transport Association, which adds that after cargo the authority will look to apply the policy to passenger flights.IATA says the reforms will mean cargo airlines will be given fifth-freedom rights to operate beyond Shanghai to other countries, while being able to operate more cargo flights to the owala city itself. CAAC itself is refusing to reveal details of the reforms and when they will be implemented because a final decision has yet to be made.
